How to merge PDF files privately, without uploading them
Combine several PDFs into one in your browser, put pages in the right order, and keep confidential documents on your device.

Contracts, invoices, bank statements and ID scans are exactly the documents you should think twice about uploading to an unknown website. Merging PDFs does not require a server: modern browsers can read and write PDF files directly. This guide shows how to do it and what to check afterwards.
Step by step
- Open the Merge PDF tool.
- Add your PDF files by dropping them on the page or choosing them from your device. They are read by your browser; nothing is uploaded.
- Arrange the files in the order you want. Use the move buttons or keyboard to reorder.
- Press Merge and download the combined file.
- Open the result and check the page count and order before sending it.
Only need some pages?
If you only want part of a document, first take the pages you need with the Split PDF tool, then merge the pieces. To put pages in a different order inside a single file, use Reorder PDF Pages. To fix sideways scans, use Rotate PDF Pages.
Things that can go wrong
- Password-protected PDFs cannot be merged in the browser. Remove the protection in the software you normally use to open the file, with the owner’s permission, and try again.
- Fillable forms and digital signatures may not survive merging. A merged file is a new document, so any signature on the original no longer applies to it.
- Very large files use a lot of memory. On a phone, merge a few files at a time.
How to confirm nothing was uploaded
You can check this yourself. Load the tool page, turn off your internet connection, and merge your files. It still works, because all processing happens on your device. In the browser’s developer tools, the Network tab will also show that no file data is sent.
